This one-day training workshop is designed to build capacity in the management and staff of entities wishing to tender for government contracts. Participants will be exposed to the key requirements outlined in the new Public Procurement legislation for bidders to demonstrate their qualifications, experience and capacity to successfully complete projects and contribute to Government's mandates for the achievement of good governance and economic development through transparent and accountable public procurement processes.


The workshop will comprise the following:

  • lectures by the training facilitator,
  • interactive discussions involving all participants,
  • use of real life case studies and examples to highlight common bid preparation and submission errors, and
  • workshop activities to provide hands on experience in the preparation and submission of responsive and compliant prequalification questionnaires, proposals and bids.


Who should attend?

The following entities and individuals would benefit significantly from this practical and interactive training workshop:

  • Suppliers of goods, works and services that are used by government ministries and agencies, statutory bodies, state enterprises, Regional Health Authorities, and other public bodies
  • Managers and supervisors in firms that offer contractor services; supply goods, equipment and consumables and provide consultancy services
  • Staff working in Tender Departments or who are responsible for assisting in preparing bids, quotations and proposals in response to Invitation for Bids, Requests for Proposals and Requests for Quotations
  • Staff responsible for completing Pre-qualification questionnaires
  • Technical staff within the supplier organizations who wish to get insight into the tendering function from the perspective of the purchasing organization.


Learning Outcomes

Upon completing this course, participants will be able to:

  • Understand how to interpret the requirements outlined in Procurement Notices, prequalification questionnaires, bidding documents, Requests for Proposals and Requests for Quotations;
  • Prepare responses to these bidding or prequalification requests that are fully compliant and responsive to the requirements outlined therein;
  • Understand the risks involved in making a non-compliant or non-responsive submission;
  • Understand the requirements and rights of bidders being introduced by the new Public Procurement and Disposal of Public Property Act (2015, as amended).

Exams and Assessments

Attendees will participate in several activities and workshops designed to ensure that the tools and techniques presented during the course are effectively communicated.

A major in-class activity will be the preparation and submittal of an actual tender package in accordance with the instructions outlined in a typical Request for Proposals document.

Participants completing the workshop will be presented with a Certificate of Participation.


Follow-up Activity

Participating organizations may schedule a complimentary review session with the training facilitator of a proposal, tender or prequalification package prepared by their staff within one month of completing this training workshop.

The Facilitator

Pastora Brown BA, MBA (Log&SCMgt), is a procurement professional with over nineteen (19) years proven experience in public sector procurement. Her roles have included planning and scheduling of procurement cycles, developing evaluation criteria, preparation of tender documents and requests for proposals, leading evaluation teams, negotiating and administrating contracts, prequalification of bidders and vendor management for the procurement of a wide range of goods, works and services.


Her body of knowledge includes public procurement international best practices developed by organizations such as The World Bank, the Inter-American Development Bank and the United Nations, and the local tendering procedures codified in the new Public Procurement and Disposal of Public Property Act (2015, as amended).


For the past eleven (11) years, Pastora has been developing and facilitating interactive, practical training workshops and providing consultancy services to public and private sector clients designed to uphold the public procurement governance principles of transparency, integrity, accountability and value for money.
